<p>36 representatives from 9 countries in Latin America and the Caribbean participated in the seminar: <strong><em>“Common Challenges, Different Responses – Higher Education Trends in Latin America and Europe”, </em></strong>which was held at the Bicentenary Cultural Center of the Autonomous University of San Luis Potosí, Mexico and set within the framework of the  AMPEI Annual Conference on November 3. The event was jointly organized by the <strong><em>Inter-American Organization for Higher Education (IOHE)</em></strong>, <strong>the<em> Mexican Association for International Education (AMPEI) </em>and the</strong> <strong><em>European Centre for the Strategic Management of Universities (ESMU</em>)</strong>.</p>
<p>The main objective of the seminar was to discuss current research about European trends in higher education, EU policies, and collaboration opportunities for Latin America and the Caribbean. The event, which comprised of five separate conferences, all of which were held by university leaders from the respective regions, enriched the debate about the current contexts of higher education <strong>internationalization</strong> and <strong>innovation</strong>. In addition, the responses of Latin American institutions to meet  European institutions’ needs in strengthen academic collaboration linkages was examined within the framework of adopting the <span style="text-decoration: underline;">new working agenda by the European Commission</span>, the latter of which was formulated last September.</p>

<p><strong>Internationalization, Innovation and Opportunities</strong></p>
<p>&nbsp;</p>
<p>“If Europe is recognized by the Bologna Process as the common space of Higher Education, the “Ancient Continent”, or Europe, offers a multitude of programs that can be beneficial for Latin America”, said Dr. Liviu Matei, Senior Vice-Rector of the Central European University, who used ERASMUS-MUNDUS —a program that is dedicated to mobility and grants—and MARIE CURIE- which is for young researchers, and represents other interesting funding alternatives, among others.</p>

<p>&nbsp;</p>
<p>If there is a political will in Europe to build a common space by means of the Bologna Process, the Latin America and the Caribbean model would be different. It is for this reason that Higher Education Institutions should unite their efforts to double the expected results. Thus, it is fundamental to involve governing bodies of universities- so as to take advantage of all the academic collaboration opportunities and human resource training that are available&#8211; and to implement a real culture of innovation at HEI from the region.</p>

<p><strong><em>Collaboration Agenda</em></strong></p>
<p>&nbsp;</p>
<p>Thanks to the participants’ presentations, it was possible to elaborate a list of priority activities that would strengthen collaboration interventions with Europe. Among the most noteworthy were opportunities for joint activities i.e. the training of internationalization managers as well as training of innovation leaders in higher education, the creation of joint research projects, and the diversification of funding to promote the mobility of professors, researchers, managers and students. In addition, they stressed the need to work collaboratively in facilitating the recognition of academic qualifications with Europe, and to jointly create a network of innovation and technology transfer offices.</p>

Based on the outcomes of the discussions of the thematic subjects, the IOHE made a commitment to its members to follow-up on the needs and priorities, namely those points expressed by the representative institutions. Moreover, the IOHE pledged to continue forming collaboration linkages with their partner organizations in Europe, such as the ESMU- with the final aim of articulating a common response for the benefit of institutions from Latin America and the Caribbean.</p>

<p>San Luis Potosí, México, 4 de novembro – 36 pessoas de nove países da América latina participaram do seminário <strong><em>“Desafios comuns, Respostas diferentes – Tendências do Ensino superior na América latina e na Europa”, </em></strong>no dia 3 de novembro, no Centro Cultural Bicentenário da Universidad Autónoma de San Luis Potosí, México. Este evento foi organizado pela <strong><em>Organização Universitária Interamericana (OUI)</em></strong>, a <strong><em>Asociación Mexicana para la Educación Internacional (AMPEI)</em> </strong>e o <strong>European Centre for Strategic Management of Universities (ESMU)</strong> e teve lugar no âmbito da Conferência anual da AMPEI.</p>
<p>O seminário teve por objetivo aprofundar o conhecimento das tendências européias e as políticas da União Européia no Ensino superior e as oportunidades de colaboração para a América latina. Através de cinco conferências a cargo de dirigentes universitários de ambas as regiões, expôs-se o atual contexto de <strong>Internacionalização</strong> e <strong>Inovação</strong> no Ensino superior, e debatiu-se sobre as possíveis respostas das instituições latino-americanas ao desejo da Europa fortalecer as pontes de cooperação acadêmica no âmbito da adoção de <a href="http://www.highereducationmanagement.eu/">uma nova agenda de trabalho pela Comissão Européia</a> no último mês de setembro.</p>

<p><strong><em>Internacionalização, Inovação e oportunidades</em></strong></p>
<p>“Se a Europa é reconhecida pelo processo de Bolonha como seu espaço comum de Ensino superior, o Velho Continente oferece uma multidão de programas que podem ser benéficos para a América latina”, disse o Dr. Liviu Matei, vice-presidente sênior da <em>Universidad Central Europe</em>a. Como exemplo, ERASMUS-MUNDUS, programa dedicado à mobilidade e a bolsas, e MARIE CURIE, para jovens pesquisadores, representam outras alternativas interessantes.</p>
<p>Se na Europa existiu vontade política para construir um espaço comum através do Processo de Bolonha, o modelo é diferente na América latina. É por isso que as instituições de Ensino superior devem unir esforços para duplicar os resultados esperados, razão pela qual é fundamental envolver as autoridades das universidades para aproveitar todas as oportunidades de cooperação acadêmica, de formação de recursos humanos, e para implementar uma verdadeira cultura de inovação nas IES da região.</p>

<p><strong><em>Agenda de cooperação</em></strong></p>
<p><strong><em></em></strong>Graças às intervenções dos participantes, constituiu-se uma lista de prioridades de ação para fortalecer as ocasiões de colaboração com Europa. Entre as mais destacadas, encontramos o fato de partilhar oportunidades de formação de gestionários da internacionalização e da inovação no Ensino superior, a geração de projetos de pesquisa conjuntos, a diversificação do financiamento, a necessidade de trabalhar para facilitar o reconhecimento de títulos com Europa e a criação de uma rede de oficinas de inovação e transferência tecnológica.<br />
Baseado no que foi discutido no seminário, a OUI ofereceu dar seguimento a estas necessidades e prioridades expressas pelas instituições representadas. Por sua vez, a OUI participará da estratégia de cooperação com suas organizações aliadas na Europa, tal e como o é o ESMU, de maneira a articular uma resposta comum para o benefício das instituições da América latina.</p>

<p>San Luis Potosí, México, 4 de noviembre – 36 representantes de 9 países de América Latina y el Caribe participaron en el seminario <strong><em>“Retos Comunes, Respuestas diferentes – Tendencias de Educación Superior en Latinoamérica y Europa” </em></strong>el día 3 de noviembre en el Centro Cultural Bicentenario de la Universidad Autónoma de San Luis Potosí. Dicho evento, organizado por la <strong><em>Organización Universitaria Interamericana (OUI)</em></strong>, la <strong><em>Asociación Mexicana para Educación Internacional (AMPEI)</em> </strong>y el <strong>European Centre for Strategic Management of Universities (ESMU)</strong>, tuvo lugar en el marco de la Conferencia Anual de la AMPEI.</p>
<p>&nbsp;</p>
<p>El objetivo del seminario fue profundizar sobre el conocimiento de las tendencias europeas y las políticas de la Unión Europea en Educación Superior y de las oportunidades de colaboración para América Latina y el Caribe. Por medio de cinco conferencias a cargo de directivos universitarios de ambas regiones, se expusó el contexto actual en torno a la <strong>Internacionalización</strong> e <strong>Innovación</strong> en educación superior, y se debatió sobre las posibles respuestas de las instituciones latinoamericanas al deseo europeo de fortalecer los puentes de cooperación académica en el marco de la adopción de <a href="http://www.highereducationmanagement.eu/">una nueva agenda de trabajo por la Comisión Europea</a> el pasado mes de septiembre.</p>

<p>Si en Europa existió voluntad política para construir un espacio común a través del Proceso de Bolonia, el modelo es diferente en América Latina y el Caribe. Es por ello que las instituciones de educación superior deben unir esfuerzos para duplicar los resultados esperados, por lo que resulta fundamental involucrar a las autoridades de las universidades para aprovechar todas las oportunidades de cooperación académica, de formación de recursos humanos y para implementar una verdadera cultura de innovación en las IES de la región.</p>

<p><strong><em>Agenda de cooperación</em></strong></p>
<p>Gracias a las intervenciones de los participantes, se constituyó un listado de prioridades de acción para fortalecer las ocasiones de colaboración con Europa. Entre las más destacadas, se subraya las oportunidades de compartir tanto la de formación de gestores de la internacionalización asì como de gestores para la innovación en educación superior, la generación de proyectos de investigación conjunta, la diversificación del financiamiento para favorecer la movilidad de los docentes, investigadores, gestores y estudiantes, la necesidad de trabajar para facilitar el reconocimiento de títulos con Europa y la creación conjunta de una red de oficinas de innovación y de transferencia tecnológica.<br />
Con base en las temáticas discutidas en el seminario, la OUI se comprometió con los participantes para dar seguimiento a estas necesidades y prioridades expresadas por las instituciones representadas. A su vez, la OUI continuirá tranajando en la implementación de la cooperación con sus organizaciones aliadas en Europa, tal y como el ESMU, de manera a articular una respuesta común para el beneficio de las instituciones de América Latina y del Caribe.</p>
