«Quality Assurance Experiences in Higher Education in Quebec and Chile» Project

The project «Quality Assurance Experiences in Higher Education in Quebec and Chile» is supported by the Ministère des Relations internationales et de la Francophonie du Québec (MRIF) and seeks to deepen the knowledge and Exchange of experiences between Quebec and Chile concerning quality assurance in higher education.

The main objective of this project is to share experiences and good practices on the quality assurance systems in higher education in both countries.

The specific aims are: (1) To know the functioning of the quality assurance systems implemented in higher education institutions (HEIs) in Quebec and Chile; (2) to identify successful experiences and good practices in the implementation of those systems; and (3) to recognize the factors of success of such experiences that could serve as a benchmark for the development of institutional and/or sectorial policies in this field.

This project will facilitate the two countries to create an Academic Forum on higher education quality.

Launch of the project

We invite the academic community and our membership to the international colloquium that will de performed as part of the project «Experiences in Quality Assurance in Higher Education in Quebec and Chile» to be held on May 19, 2022 from 11:30 a.m. to 1:15 p.m. Montreal (UTC/GMT – 4 hours) that will have simultaneous translation Spanish – French, French – Spanish.

Free activity with prior registration

This colloquium is performed as part of the project “Experiences in Quality Assurance in Higher Education in Quebec and Chile”, and will be carried out in collaboration with the Inter-American Organization for Higher Education (IOHE), the Instituto Interuniversitario de Investigación Educativa (Interuniversity Institute for Educational Research) (IESED–Chile), the Conseil supérieur de l’éducation (Higher Council of Education) (CSE) and the Consorcio de Universidades del Estado de Chile (Consortium of State Universities of Chile) (CUECH), with the financial support of the Ministère des Relations internationales et de la Francophonie du Québec (MRIF).

ANDRÉS BERNASCONI RAMÍREZ

President of the Comisión Nacional de Acreditación (National Accreditation Commission) – CNA, Chile

Andrés Bernasconi is a prominent Chilean scholar and researcher. He holds a degree in law degree from the Pontificia Universidad Católica de Chile, a Master of Public Policy from Harvard University, and a Ph.D. in Sociology of Organizations from Boston University.

His general area of research is the sociology of higher education, and specifically, the study of the university as an organization, the management of universities, and the development of the academic profession, all this from a comparative international perspective.

He has been an Associate Researcher at the Harvard University School of Education, and has held important positions as Academic Vice-Chancellor and Vice-Chancellor for Research and Postgraduate Studies at the Universidad Andrés Bello; and Dean of the Faculty of Legal Sciences at the Universidad de Talca. At the Pontificia Universidad Católica de Chile he was Vice-Dean of the Faculty of Education, Director of the Centro de Estudios en Políticas y Prácticas en Educación (Center for Studies in Educational Policies and Practices) (CEPPE), and Director of the Centro de Estudios Avanzados sobre Justicia Educacional (Center for Advanced Studies on Educational Justice) (CJE).

He has been a consultant on higher education policy and management in a dozen countries in the Americas, Europe, and Asia, for the IDB, UNESCO, the World Bank, the United States Agency for International Development (USAID), and the European Commission.

He was a member of the Advisory Group for the development of the new Quality Criteria and Standards and has served as a peer evaluator for the CNA. He has been a member of self-evaluation committees for institutional accreditation in the institutions in which he has served. He has also participated in the Comisión de Trabajo sobre Aseguramiento de la Calidad del MINEDUC (Working Commission on Quality Assurance of MINEDUC); in the Consejo Asesor Presidencial para Educación Superior (Presidential Advisory Council for Higher Education); and, in multiple editorial committees of national and international higher education journals.

His work has been published in the journals Higher Education, Comparative Education Review, Journal of Education, Journal of Education Policy, ESE-Estudios sobre Educación, Journal of Comparative Policy Analysis, and Journal of Interamerican Studies and World Affairs, among others.

Andrés Bernasconi is currently the president of the National Accreditation Commission for the period 2022–2028 and works as Associate Professor at the Faculty of Education of the Pontificia Universidad Católica de Chile.

 

MARÍA JAQUELINE ROJAS RÍOS

Associate Researcher of the Instituto Interuniversitario de Investigación Educativa (Inter-University Institute for Educational Research) (IESED-Chile)

María Jacqueline Rojas Ríos is a social worker from the Pontificia Universidad Católica de Valparaíso, Master in National Policy Management and PhD in Education from the Universidad de Playa Ancha. She is currently an Associate Professor at the Faculty of Education Sciences of the same university.

In her professional career, she has held various academic management positions at the university level as General Director of the Postgraduate School, and General Director of Research at the Universidad de Playa Ancha.

She has been an international evaluator for institutions such as SINAES in Costa Rica and ANEAES in Paraguay, and evaluator of research projects for several Chilean universities.

She is currently the Institutional Coordinator for the Networking of State Universities at the Universidad de Playa Ancha and Associate Researcher at the Inter-University Institute for Educational Research (IESED-Chile) in the area of Higher Education policies, where she has several publications and is the coordinator for Chile of the project “Experiences in Quality Assurance in Higher Education in Quebec and Chile”.

 

DANIEL LÓPEZ STEFONI

General Director of the Instituto Interuniversitario de Investigación Educativa (Inter-University Institute for Educational Research) (IESED-Chile)

Daniel López Stefoni holds a degree in Biology from the Universidad de Concepción and a PhD in Biological Sciences from the Pontificia Universidad Católica de Chile. As a researcher, he has published numerous mainstream papers and books on Marine Ecology, Aquaculture, and Higher Education, mainly in the fields of academic organization and management and quality assurance of universities. He has also developed projects supported by national and international agencies.

He has held the positions of first Rector of the Universidad de Los Lagos, Vice-Chancellor of Planning and Development of the Universidad de Los Lagos, Vice-Chancellor of Research and Postgraduate Studies at the Universidad de Playa Ancha and the Universidad Tecnológica Metropolitana.

He has also been a Consultant to national and Latin American universities and public and private organizations in Chile in the sphere of higher education. He has received academic honors in several Latin American countries.

He is currently an Associate Professor and Researcher at the Universidad de Los Lagos, General Director of the Inter-University Institute for Educational Research (IESED-Chile), and Principal Coordinator of the Network for Research and Advanced Training in Education of the State University System of Chile.

 

CLAUDE MAILHOT, B. Pharm., D.P.H., Pharm.D.

Full Professor of Pharmacotherapy, Faculty of Pharmacy University of Montreal

President of the CIDPHARMEF Evaluation Committee

Claude Mailhot has a Bachelor of Pharmacy with a Doctorate in Public Health and Pharmacy. She is a full professor of Pharmacotherapy at the Faculty of Pharmacy of the Université de Montréal, Canada. She was Deputy Vice-Chancellor for Quality Promotion at the Université de Montréal for 8 years where she pioneered a systematic approach to program evaluation and created the Office for Quality Promotion. She currently chairs the Evaluation Commission of CIDPHARMEF (Conférence internationale des doyens des facultés de pharmacie d’expression française), a network of the Agence Universitaire de la Francophonie (AUF). Between her projects, she is interested in the methods and impact of evaluating program quality.

Throughout her career, she has been Vice Dean of Studies and has participated in the development, revision or implementation of various curricula in the area of ​​pharmacy and pharmaceutical sciences.

She has received numerous awards for teaching excellence. L’Université de Picardie Jules Verne awarded her an Honorary Doctorate in 2004, for her involvement in the development of clinical pharmacy and pharmaceutical care both nationally and internationally.

 

DENIS ROUSSEAU

Presidente de la Commission d’évaluation de l’enseignement collégial – CEEC

Denis Rousseau is currently the President of the Commission d’évaluation de l’enseignement collégial – CEEC (Commission for the Evaluation of Higher Secondary Education (CEEC). With more than 25 years of experience in higher education, he has held the positions of Director General in the Cégep(*) of Rosemont, Deputy Director of Programs and Didactic Resources and Director of Studies and International Affairs at the Cégep de Trois-Rivières. He worked at the Cégep de Beauce-Appalaches as a teacher and then as director of studies. He has also worked as project manager for the Ministry of Education and has held management positions at the École nationale d’administration publique (ENAP) and the Center universitaire des Appalaches.He has a master’s degree from the École nationale d’administration publique and a bachelor’s degree in French literature from the Laval University.

(*) CÉGEP is the acronym for College of General and Professional Education (Collège d’enseignement général et professionnel), which corresponds to a public educational establishment where the first level of higher education is offered. The CÉGEP is exclusive to the educational system of the province of Quebec, Canada.

 

ALEJANDRA CONTRERAS ALTMAN

Executive Director of the Consortium of State Universities of Chile (CUECH)

Alejandra Contreras Altmann holds a degree in Law, and is a lawyer from the Pontificia Universidad Católica de Chile. She also holds a Master’s Degree in Management and Public Policy from the Universidad de Chile and a diploma from the Programa Latinoamericano de Gerencia Pública (Latin American Program in Public Management) from the same institution.

She has developed an extensive career in the higher education area. She has held important positions both in the Council of Higher Education (currently Council of National Education) and in the Ministry of Education; first as head of the Component of the Institutional strengthening of the MECESUP Program; then as head of the Legal Department of the Higher Education Division; executive director of the Administrative Commission of the Higher Education Credit System; and, head of the Higher Education Division.

Alejandra Contreras currently serves as Chief Executive of the Consortium of State Universities of Chile (CUECH).

 

ÓSCAR GARRIDO ÁLVAREZ

President of the Universidad de Los Lagos, Chile

Óscar Garrido Álvarez has held the position of Rector of the University of Los Lagos since 2009. Previously, he held various management positions at the University. He is a member of the Board of Directors of the Consortium of State Universities (CUECH) and is a member of the Steering Committee of the Plan to Strengthen State Universities. He has chaired the Inter-American University Organization (OUI) since 2017.
